Edward Bailor -Inspector Bailor retired from the United States Capitol Police after serving honorably for 32 plus years. During his tenure, he has worked on and created many "State of the Art" protective and response programs. Ed was the Field Force Commander of a 400-man Civil Disturbance Unit. He developed and served as the Emergency Coordinator for the U.S. Capitol Buildings Emergency Preparedness Plan that handled both the Continuity and Continuance of the Legislative Branch of the U.S. Government. He developed the USCP CBRNE response plan and served as program administrator. During his tenure, he was the Commander of the USCP Protective Intelligence Division and ran the Threat Assessment Section. Ed also worked in Special Events Section, Special Investigations as well as an academic and physical specialties instructor in the Training Division. He at one time served as the First Responder Unit's Commander at the Capitol. He served as the U.S. Capitol Police Operational Services Bureau's Emergency Response Coordinator for events like Inaugurations, Presidential State of the Union Addresses to Congress and other many National Special Security Events. In 1996, Inspector Bailor developed and commanded a 160 person Capable CBRNE ALERT Team. This premier ALERT Team was one of the first Law Enforcement HAZMAT Teams in the country. The ALERT Team handled the Hart Senate ANTHRAX attack and the Russell Senate Ricin Attack and Ed was the initial on scene commander. In 2004, Ed served as a Special Assistant to the Sergeant at Arms of the House of Representatives who was Chairman of the Police Board. Ed last commanded the Patrol Division that included such teams as the Horse Mounted Unit, Patrol Sections, Motorcycle Unit, Tiger Team, Crime Scene Search, Civil Disturbance Unit, Crisis Intervention and Negotiation Team, the Off-Site Delivery Inspection Center and the Containment and Emergency Response Team. Ed is a Level A Hazmat Technician and a member of the IAB, FOP, IACP, FBINAA, IPA and PERF, FLEOA, FBINAA, NSA, FLEOA, NSA, NTOA and is AMERICAN COLLEGE OF FORENSIC EXAMINERS INSTITUTE: Certified in Homeland Security- Level III, Preparation and Response Teams CHS-III for Law Enforcement and First Responders. Ed has served on many National Responder Boards and Panels. He chaired the NIJ-LE-PPE CBRN Special Technical Committee. Inspector Bailor is a graduate of the University of Maryland with an AA and BS in Business and Public Administration. He is a graduate of the FBI National Academy.
