Mr. Dave Blottie has over 45 years (1973 to present) of experience in the scientific, engineering and IT services business areas. It produces a 500-foot dome of WiFi coverage, which is extendable with mesh network solutions, that can connect smart devices, laptops, etc. It enables radios, such as those employed by all first responder organizations, to be connected to up to 1,000 smart devices, anywhere in the world, via a digitized voice texting protocol. It runs for up to 3 days on its internal battery power and can be recharged from standard electrical outlets, vehicle 12 volt outlets and sources, such as solar, wind and other off-grid energy solutions. It is highly portable, at about 22 pounds, and fits under airline seats, as well as in the overhead. Its weather resistant case is extremely rugged. Mr. Blottie joined SCO in June of 2006 to establish an energy assurance practice. In his first month with SCO, he established contractual arrangements with SAIC for the acquisition of engineering support services. Mr. Blottie was responsible for management of the GSA ANSWER Program and grew it well beyond its estimated value of $1.1B. He managed a team consisting of dedicated program staff members, SAIC partnered Business Units and more than 40 partnered subcontractors. He consistently exceeded planned revenue growth, exceeded small and disadvantage subcontracting requirements and exceeded pre-award levels of client satisfaction. Under his management, SAIC was the only ANSWER prime contractor, which performed task orders in all GSA regions, as well as with GSA’s FEDSIM and under Direct Order/Direct Bill tasks. Periodically, he performed as an ANSWER Group Manager for high strategic value tasks. Over 6,500 SAIC employees and subcontractors performed under ANSWER task orders under his management. The portfolio included 263 task orders with an annual value of $170M and a backlog of $1.3B.

Mr. Blottie was responsible for management, business development, and contract performance for line business organizations, including two Divisions. He developed the SAIC’s Power Quality Business Area as a unique discipline. He also developed an Aircraft Automatic Test Equipment Business Area with his McClellan Air Force Base customer. A Behavior Prediction and Modeling Business Area was also developed through McClellan AFB. Mr. Blottie also established SAIC’s Madison, Wisconsin location during this timeframe. In addition, he established SAIC’s Indianapolis location for support to the Army’s Jefferson Proving Ground and Navy organizations, such as the Naval Surface Weapons Center in Crane, IN and the Naval Air Warfare Center in Indianapolis, IN. He was directly involved in development of munitions testing equipment and techniques. During this timeframe, he was the SAIC’s Operations Manager for Royal Saudi Naval Forces (RSNF) Command, Control and Communications (C3) System, both in the US and through delivery in three Saudi underground command centers. One of his models, CAMWTH, was used by the Army until the late 1990’s to evaluate the value of various types of camouflage in the context of their mission profile.
